Winter Outlook: Central U.S. Turns Snowier/Cooler in mid-February

WeatherTiger’s outlook for winter 2018-19 is out, and we see a weak, central Pacific El Nino, a low point on the solar cycle, and a favorable Pacific mid-latitudes set-up meaning relatively elevated chances of above normal precip for the southern tier, mid-Atlantic, and Ohio Valley to return after a several week break in mid-February, along with a drier tilt in the Northern Plains.
